African pillar of the Global Alliance of Subnational Development Banks (SDBs), the African Alliance of Subnational Development Banks (SDBs) is a multi-stakeholder alliance aiming to strengthen the role of SDBs in financing a sustainable and just urban transition in Africa.
This new initiative is led by the Global Fund for Cities Development (FMDV) (which is also providing the Alliance’s Secretariat), under the framework of the Finance in Common Summit (FICS) with the support of the French Development Agency (AFD) and the Special Council Support Fund for Mutual Assistance of Cameroon (FEICOM).
The Alliance held its first strategic meeting in June 2022 before its official launch at the upcoming FICS, next October 19th, 2022 in Abidjan, Côte d’Ivoire.
The multi stakeholders African Alliance of Subnational Development Banks (SDBs) aims to:
· Develop a space of dialogue and partnerships between SDBs and their partners - including DFIs, Multilateral Development Banks, networks of local governments, international organizations, think tanks and academia.
·   Boost the capacity of African SDBs to broaden and
improve their financial and non-financial services offered to local governments
and to consolidate portfolios of local sustainable projects in Africa around 3
main objectives:
o   Facilitate peer-to-peer and multi-stakeholder
dialogues and partnerships
o   Promote sustainable investments through portfolios of
urban and territorial development projects aligned with the SDGs and the Paris
o   Enhance the strategic role of SDBs and the
contribution of the Alliance to the Global Agenda.
Alongside the Alliance of Subnational Development Banks in Latin America and the Caribbean, the African Alliance of Subnational Development Banks is one of the two regional chapters of the Global Alliance of SDBs promoted as a transformative solution by the UN agenda to unlock financing for the climate transition at the subnational level. It also complements the work of existing African networks:
·       Réseau des institutions africaines de financement des collectivités locales (RIAFCO) which gathers Local Governments Financing Institutions of 12 francophone African countries. Launched in 2015, RIAFCO is the first official network of SDBs and one of the initiators of the Global Alliance of SDBs together with the Government of Cameroon and FMDV;
·       Association of African Development Finance Institutions (AADFI) the umbrella organization for development finance institutions in Africa, created under the auspices of the African Development Bank in 1975.]
The pre-launch meeting of African Alliance of Subnational Development Banks (SDBs) took place on June 23, 2022 and gathered more than 55 participants from different institutions: Development Finance Institutions, international organizations, think tanks and academia, local governments, and cities networks.
This meeting aimed at preparing the official launch of the Alliance during the upcoming Finance in Common Summit (FICS), next October 19th, 2022 in Abidjan as well as discussing the key objectives of the Alliance, activities to set up (workshops, knowledge products, matchmaking, advocacy, etc.)  and its governance. It was also an opportunity to connect and start the discussion between Subnational Development Banks and key partners.
The initiative and the activities  of the Alliance will also be promoted at the CoP 27 In Sharm el-Sheikh in November 2022 where FMDV is to organize an promotional event of the African Alliance of SDBs.
